Why is it necessary to have some cells that have only 1/2 of the chromosomes as other cells?

Thats because these cells are involved in sexual reproduction.  They are known as gametes (sex cells).  This is because when gametes combine to form a zygote the number of chromosomes doubles and results in the normal number of chromosomes.
