I reccommend converting percentages to decimals so they're easier to work with.   First you have 21.5% which is equal to .215, and 75.8% becomes .758.  The percentage of household without phones is .215*.758=0.1629 or 16.29% of people without phones.  100-16.29= 83.71% of people with phones. Hope this helps!
